III / reply to the critics of the validity of the judicial systems in the Kingdom to take care of all rights, and thus respond to skeptics of the validity of Islam as a religion in the governor every time and place. IV / values as factors influencing the regulations to work as contributing to the scientific material in a forward-looking vision for the future judicial help to develop appropriate regulations and changed as appropriate, taking into account the goals of values and ethical standards and behavior. And the most important principles include: The first principle is: moderation in the reference source and draw upon. The second principle: independence. The third principle: integrity in the judiciary. The fourth principle: equality. The fifth principle: honesty.
